Implications of Japan¡¯s universal childcare policy

Abstract
Japan's Kishida government announced a ¡°different¡± low birth rate plan in January of this year to respond to the population crisis of a rapid low birth rate and population decline, and is waging an ¡°all-out war¡± to come up with a specific plan to raise financial resources by the end of 2023. Within the employment insurance system, a plan is being considered to expand child care leave, which was previously only for workers, into a universal social security system and collect the necessary resources by adding it to social insurance premiums. Discussions are continuing over whether to create ¡°Children¡¯s Insurance¡± as a new sixth form of social insurance or to create a subsidy system to universalize child care in addition to existing social insurance premiums. In this paper, we examine financing measures for the universalization of child care, focusing on the two systems above, and draw implications of a ¡°different¡± child care policy for Korea.
